I kinda guessed you didn't have a 3D printer yet (most people don't). Seeing you do, your budget isn't quite such a stretch, but maybe $100 for just the mask would be a better investment. Some points:- 9 bucks for your "wig" is going to be a problem: You generally need 2-3 wigs to cover a kigu mask. And I wouldn't even trust one wig at that price point. The good news is that mask prices are slowly inching down. There's quite a few makers with offerings below $400 as seen on this list. If you're just wanting to get up and going, I'd avoid making on your own unless you have a reason to - plans to make unusual characters (which might cost a small fortune to order), many characters, or just like doing things yourself. In my experience, 'doller' seems to be completely unused in the Western community as of now. Kigurumi is the de-facto term for our costumes in English, despite it only meaning "mascot" - "animegao kigurumi" simply got cut down over time. Kigurumi is further cut down to kigu or 'kig' in colloquial use. The term "animegao" really only gets used when there's a need to differentiate from the pajamas that have also acquired the name kigurumi.

PostI recommend staying away from those listings on Aliexpress. There are some legit vendors there, but often the pictures are stolen. "Silicone Rubber" in the title is an instant red flag, as almost no kigurumi mask is made out of silicone (including the one in the pictures!). Someone transformed a gurglelove mask into a male with fair success, and if the character is younger/larger-faced using a female base is a viable option. Sizing really shouldn't be too big of a deal, just make a wild ass guess and err on the large side (a big mask is totally usable while a small one is garbage). ~25cm in height seems to be a good start. I see a couple problems:1. It's just too narrow. Kigu heads for your type of character should be almost square. 2. The corners are too soft and rounded, which makes it look a bit like an alien. Notice how in the (your?) drawings, her cheek/jaw structure is made up of almost straight lines with relatively small and sharp corners. It's more square than round.
